From the tone of the article and description of the course it seems that the focus is primarily on 'street' providers.
A simpler solution might be to follow the lead of nations such as Germany and remove the legal barriers. Bring the participants indoors and remove the stigma and many problems might be solved.

Alcohol and its consumption - Control of it has been tried many times, in many cultures and in many places... just too hard to enforce - and when that happens - you get an elite class who can afford the 'vice'  and an under class who have to imbibe in very illegal and dangerous ways... by making it legal - you can 1) regulate it 2) enforce safety regulations a whole lot more rigorously 3) tax it and 4) provide for an equal protection under the law for all participants in the activity...

no problems there.

I think they should also send these guys' wives to blowjob school, that would probably be even more effective.
