Is there some sort of secret handshake i don't know about??  I'm new to TER and providers in general and have had zero luck eliciting a response from anyone I've tried to contact.

I'm polite, professional and dutifully follow their instructions for e-mail or phone contact.

What's up with that?  How long should you wait?
