Question on local agency practices

I’m coming into town week after next.  Normally I work with independents while traveling, but I thought for a change I’d try an agency.  This trip is extremely tense and I kind of like the turnkey approach of an agency.  I’ve reviewed posts over the last six months, and I think I have some idea which ones are reputable.

However . . . I’m not real clear on agency protocols in Philadelphia.  In Chicago it’s one amount, usually $$$-$$$$ for the hour, all inclusive.  No negotiating, no menu (except Greek), no upsell.  It seems like the model’s different here, a base price (for arrival??) plus a menu charge.  If this is true, it’s not something I want to deal with and will find an all-inclusive independent.

Any help would be greatly appreciated.  Also, in the event I go independent, I’d be grateful for any recommendations for a 8-10/8-10 lady, slim, any race, a bit on the wild side - who is reliable on showing up for outcalls.  This will be a Thursday night around 8 downtown.  Thanks in advance.

No major difference in PHL between indies and agencies, nor do the agencies here operate differently.

The only potential upcharges either way are for outcall or a trip to Greece.  Everything else is included so there isn't any upselling.  I don't know if there are any particular differences in verification/screening although you might have a hard time finding an indie that accepts RS2K (very popular in CHI but not so much in PHL).
