It is so widespread that the board is kind of dead. As to what cities use TER, check out all the regional boards and see which ones have very active threads and posts, and see which ones are dead. The areas that are dead on TER may have other review boards that they use which are more popular in that particular region. We can not mention other boards on TER but you can get some info by pm or sometimes simple google searches. If you plan to tour cities where ter presence is not big, you will want to find out somehow what boards are used there. When touring TER cities, post on their regional ad boards and participate in their discussion boards.
