I have dealt with agencies in other cities and never run into this before - but I met a girl who used to work for an agency down in VA Beach years ago (not the same one you dealt with, based on the Google results for that phone number) who told me that was how her agency had worked - you paid a fee to the agency to get the girl to show up, then you negotiated independently with her once she got there for what you wanted from her.

I've also seen a review before of an agency girl down in that area that mentioned this same system.

Seems like a ridiculous way to do it and I can't believe guys will put up with it, but apparently it is common in that city.

Sorry you got screwed...the agencies up around DC who advertise on TER are decent...otherwise, stick with independents in VA.
