I was at Honolulu last week, near Waikiki.  Around 10 pm on Kuhio Ave.  What is the deal with these girls in short tight dress and high heels saying "hi" to guys passing by?

I even saw one grabbing a dude and tried to have a conversation.

This happened in two nights in a row.  Is it my imagination?

Of course the ladies you are referring to are the infamous Waikiki streetwalkers, some of the best looking streetwlkers anywhere. Looks from 7-9 are real common. Service and value on the other hand, not very good. If you are lucky you might get a cbj for 100. But be prepared to get bilked out of 600-1000 for more services, and no msog, no kissing, no daty... Information from some other boards that do cover SWs (and some personal experience back in the 80s and early 90s)
