So they cracked down on some coffee shops. What was that scene all about?  Were they Asian bars?

They're just cracking down on Vietnamese Coffee Shops in Little Saigon - too much gambling and gangsters hanging out.

I think he is talking about the bikkini coffee shops in garden grove.. although they were never full service i thought?here is a link to the media release in the press-
