the phrase "Human Trafficking" appears and is used in these issues. it's akin to "Reefer Madness" in its propaganda.  

 They've been trying to clean up the "stroll" on Beach Blvd as well as Harbor Blvd ever since they first paved those streets.

Does this apply to women in hotels or just the street?

From what I can see, it sounds like Beach Boulevard only a.k.a the street.  Street prostitution is dangerous for johns and the women.  Most of those women ARE trafficked or, at the very least, have drug addictions.  Please be careful out there.  While there are tons of women trafficked on the internet as well, it's even worse on the streets.  People get "trick rolled" all the time.  Some have been killed.
