I believe if your safe, and not putting yourself at risk. LA has a high population, but that does not mean all providers are providing to everyone who inquires. IDK everyone is different.

OC indeed is not "rural" as noted by its definition:
hrsa.gov/rural-health/about-us/definition/index.html

"Safe Areas" are anywhere that is not China, Brazil, nor  
India where currently the cases cannot be counted
they're so high!
