Dude....don't know why...but, vanity plates always translate to "douchebag in car" to me....

Plates aside, which I agree, there is a more clear sign that would translate to what you described would be in the offending car.

That is these idiots that attach a bag with some heavy ball inside that hangs right below the rear license plate , I guess they want to signify big testicles with this. Fucking stupid.

I think the plates and the balls are just making it extra clear what kind of clown is spending that much time and money on a meaningless piece of transportation equipment. But then, I have a low opinion of anyone who spends a tremendous amount of time or money expressing their "personality" via purchased accouterments, etc...
