Reading the article it was mostly streetwalkers from the looks of it. They need to focus on the meth and fake heroine/overdosing epidemic down there instead of who is buying/selling kitty.

Street activity always draws too much attention for some towns. It's also a huge source of money for the drug dealers so guess they think it will reduce drug problems when in reality it only increases other crimes. Drug addicts will find a way to get money to feed their need.
