Can you legaly ask if a provider offers a GFE or kisses...

I'm new at this and have been reading/researching as much as I can before I make a date with a  escort.  I have read advise from escorts to ask for what you want before the appointment.  I know you can't say sex for money, but what can you say?  If a provider does not list a donation rate just "flat rate" can you ask what they suggest for a donation?  Can you ask if they offer a GFE or kissing or anything else or can LE say those things equal asking for sex acts?  Im nervous about the LE.  At what point is it safe to tell a provider what you want?

The last section of your post is so wrong it should be deleted. Utterly wrong. LE can & will touch you or let you touch them and they will lie to you. Don't ask the girl if she is GFE or full service. She will likely freak out about that. It's clear what these things mean. LE knows that. The girl may think you're LE if you ask. Please don't give this advice out again.

That LE will not do these things, which they absolutely will.  Allow an LE check if the girl wishes but know it offers NO protection.  
LE knows the code words and asking about them is the same as asking for sex for money...  the definition of prostitution which is illegal.  Some girls might allow such discussions but many others will hang up & block you.  
If you research properly, you should not need to ask these questions.  If she does not have reviews & you cannot find the answers, move on.

Now to you:
How to stay away from LE and/or rip off by a provider is to research here. Get the VIP if you don't have it. Only see providers with several reviews 6, 8, 10 or more. Make sure the guys that reviewed her have lots of reviews. This is a good clue she is legit and not LE. Read the details of her reviews to see what she did with those guys. Read her profile to see what she offers, kissing, etc. Look at her web site and read what it says. Look at her ads if she has any. There is no certainty she will do with you what she did with them but if you are clean, polite, follow her wishes in regard to screening, etiquette, and respect her boundaries you shouldn't have any problem getting what you want as long as she offers it.

If no rate is posted here on her profile, on her web site, or her ad you can ask how much for an hour of her time?

I wouldn't see a provider that doesn't have a rate posted since you're a newbie.  

Sometimes providers will be OK with you asking more specific questions once you have been screened and the date is set. But being a newbie I wouldn't chance it. Talk to her at the appointment but don't start with a bunch of questions. That may cause her to hesitate wondering if you're LE and trying to trap her.

Go with the flow and speak up as things are happening. She'll be used to dealing with newbies probably and when she knows you are one it'll be fine.

Read on this board. Your questions have been answered many times. Use the search feature. Change the number of days setting to several hundred.

It has been written about many times on TER (and draws from newspaper and other accounts).  The "LE Check" is a gimmick - frequently an enjoyable gimmick :-)  ;) but it is no proof of whether or  not someone is LE and will not provide a valid defense ("she told me to touch her boobs" or "pull out my dick so could lick it").

Hmm ...........

READ THE VIP REVIEWS.  LE check is a gimmick.  Do not discuss GFE/FS until you have more experience and understand the nuances of ads, reviews, and particular providers' processes and preferences

For a first experience, you should seek a more mature provider who specializes in seeing new hobbyists. If you have TER VIP, you can read these details in the reviews.
