I am sorry that you got ripped off but I think that you need to make sure that full GFE service is offered in the rate. It is always helpful if they have a website because usually that will explain what services they offer.
Additionally, just because a provider doesnt have their phone number up there, doesnt mean they are not a legitimate provider. For example, I choose not to have my phone number out there and I provide it once verification has been completed. I do not want my phone ringing at all hours of the night. I also meet people by appt only so this eliminates people calling me and expecting me to be there in an hour.

I've had good luck with BP and CV, but they aren't known for being reliable places to find a good provider. I expect that most experienced hobbyists think you should be ecstatic at your record of good to bad experiences with your search methods and budget, though I don't have enough experience to personally attest to the reliability of good experiences there. It's worked well for me so far, knocking on wood that my record holds.

I almost never put my phone number on BackPage, although it can be found elsewhere. This is because, although BP does have some quality guys on it (such as yourself presumably), it also has many more game players (providers and hobbyists alike) than the other site I advertise on. Not putting my phone number in a BP ad means that potential clients have to take a few extra steps (go to my website and/or email) which indicates that they have more serious interest in seeing me, and that significantly cuts down on BS.
Classic example: I'm in Vegas right now, and this week I have had my phone number on my BP ad because Vegas is less of a plan-in-advance-town, and more of a 'I want it now' town. Of the people who have called in response to my BP ad, I have had 3 NCNS - guys who said they were on their way "now," and yet never showed up - and two who were actually surprised that I would not accept $50 or $80 (my ad specifically states a "Holidays Special" rate of $200); those 5 callers account for almost 50% of my BP call responses. And yet ALL of the guys who responded to my TER, P411 and dog site ads have shown up and behaved well, as have the guys who emailed in response to my BP ad. It is ONLY the BP callers that have been a problem.
So I'm just saying, don't take it as a bad sign if a provider does not put her phone number on BP - there are definite reasons why. I would even submit that those girls may have MORE credibility than the others, although I'm sure some hobbyists here may dispute that.
