Do i need to be a member for a year or something to access the provider only board? It says three reviews is all i need,
which i currently have but got denied. Thanks in advance!

by logging in, or did you contact TER and ask for access to the board?

If the former, then you need to contact TER Administration and formally request permission to access the PO Board.

If the latter, then you need to write to them again and find out exactly why you were not allowed on the Board.  I never heard of any one year rule, just that you have 3 reviews.

I did contact them and the message said to post more on the boards, which i do post regularly anyways lol. Maybe even to much so I'm not sure whats going on. I'll contact them again and ask for the reasoning.

of a lack of a posting history.  That is also a requirement for admission to the PO board.  You have to demonstrate to admin that you can follow the posting guidelines.  What you need to do is start posting on your regional board.  After a month or so, with frequent posts, apply again.

that she has 166 posts in the last 90 days on her regional board so posting doesn't seem to be the issue. She also has the required 3 reviews by 3 well established reviewers. Her legitimacy seems to be without question.

If she has that many posts, and the necessary reviews, I have no idea what the problem would be.  Open for suggestions.

You can't join the PO board if more than one TER member is accessing their account on your device. A provider friend of mine has used my work computer to log in here in the past and I only found out after pestering TER as to why they refused to grant me access to the provider board that this was the case. They will make you wait 3 more months after ceasing to share the computer before granting access. Hope this helps.

That's the thing, i post every couple of days, may not post a week here and there. But have been told i post a bit much lol.

All members are moderated until they demonstrate they can follow the rules.  It means your posts are reviewed before they display.  It's annoying because often a conversation has moved on before your post displays.  It's even more complicated for providers who must be careful their posts don't look like ads.  I'm not sure but replies seem pretty safe even if they have a link to your pictures.  The problem comes if you start a threat...  it might look like an ad, get moved to the ad board...  and if you have an ad in 7 days, then be not allowed.  
I believe this discourages new members from posting but without a history of following the rules, you can never get unmoderated.  I know I made reasonable comments & eventually requested to be unmoderated which was approved.  

I think this same scenario may help you get onto the restricted board

Hmmm, this may be the issue. Normally when i am trying to explain things, (some not even mentioning me lol). Its a ad, this and that's a ad. So i edit and they approve. I'll just be more careful about what i say, but then again it seems everything i say is a dammed ad lol!   O.o

I have been a member for a year and have 10 reviews.......TER wants a lot of message board activity before they allow provider board access.  I recently got denied as well, but they are very protective and I respect that.  This is why I am a TER member.  SO keep posting and be patient you will eventually be allowed access.
