Are there guidelines to white list a gent?

I am unable to find them in my tutorials... Help, I promised him!   xxx

I'M A PROVIDER, HOW DO I SUBMIT A REFERRAL?
Go to Reviews and click "Search White List" Type either the user name or e-mail address and click "Submit." When the user's White List appears, click on the button that says "Submit referral." It's that easy.  

By the way the White List FAQ's link is buried at the bottom of the "Some Info for Providers" link in the Self-Help Center.
