There are some providers who do not require references. If you are on Date Check, they have an option where you can specifically search for this criteria, it says "will entertain all members." You might have to see a provider who isn't your first choice before you can get to the one you really want. I don't know the exact % of those who require reference, but I can assure you that there are some who don't.
It's unfortunate, but this is pretty much the way the entire world works. Same thing with employment, access to credit, etc... Regardless of whether I agree with this or not, I doubt it will change any time soon. Sad thing is, previous history isn't always a reliable indicator of future experience. But hey, people are going to do what they want to do. If anything, the providers who are willing to take the "risk" and trust someone, will get more respect and appreciation for helping that new individual out.
