A provider has to whitelist you - it is something a single provider can do to vouch for you. It isn't like you're either whitelisted in a global sense or you're not. You can have multiple whitelistings from different providers - each provider can only whitelist you once.
To see if you are whitelisted and who has done it, log in, click "account manager" then "more" then "my referrals."
