I'd like to nominat someone for the White List. Does anyone have a suggestion as to how to do so? Perhaps I am not able to since I only have one review so far?
Chances are the following paragraph from the White List FAQ (link below) is applicable to your situation:
"I AM A PROVIDER AND I DON'T SEE ANY OF THESE BUTTONS YOU ARE TALKING ABOUT. If you do not see the buttons, it probably means that we don't know you are a provider. Just contact us and ask for your username to be linked with your reviews. Make sure to include your username and the e-mail address or phone number on your reviews to make it easier for us to link them. We may take a day or two to get back to you."
