I am located in the Harrisburg / York / Lancaster region of the Commonwealth.  

If I am to post an ad, should I do so on the Philadelphia board or the Other Cities board?

Also try to post on boards that would be more regional.  That is where you would get the most play unless you are willing to travel.  Also go to the verification sites.  They certainly would have geographical options that are closer to your locale.

for maximum exposure. While many potentisl clients may never read the "other cities"  ad board, there may be others that don't think to check the Philly board for the areas you represent. I usually recommend to providers that don't have a "home" regional board to use the closest major regional board, as well as the Other Cities board. Since you can post an ad every 7 days,  try alternating. One week Philly board, next week other cities board. Eventually you can see what is working for you.
