Why don't you post in a few area and see where you get the best response. After you have booked a few clients then see where you have booked the most and go.
I'll agree with the first part: post to some local boards and see what kind of board response or even email / PM response it generates. E.g., "I looked at your website. If you visit this city I would definitely want to meet you!" versus "Your rates are higher than the local ladies. Not for me." versus "I'd love to see you but the State Championships are that week and there's no way I"m missing that."
If she just starts booking clients in different places and then has to cancel all but one destination, that could be bad for her reputation and take the meaning of "double booking" to a new level.
Also, from the boards, I gather than canceled appointments are a big problem for touring indies. They think they have pre-booked their minimum to break even only to arrive and be back at square one. I will GUESS that some locations are better or worse than others. Making up some numbers:
Boston: pre-book minimum + 1, just in case
Detroit: pre-book min + 2, just in case
Cancelville: pre-book min + 10, just in case
Phoenix: they're so happy, just show up with no pre-bookings!
(Made up examples! I don't know where cancellations are the worst.)
Even cancellations within a location might vary by Provider and the "exact" competition
