Yeah, there's no way you can be for sure...you just have to be smart about it. Don't mention any services for any amount of money, on the phone, email or in person. The money you discuss is just for companionship. Once you meet up, let her talk about what you want to do...usually if they're LE, they'll try to make you say what deeds you want and then you're busted! I just pretty much go with it, once they're undressed and stroking your cock, it's a pretty good chance they're not LE...but the most important thing I've taken from this experience is, trust your instincts...if it feels shady, nervous, bad sign, run! Just get out! There will always be plenty of pretty girls that are legit providers.
What if the well-reviewed lady is working for the cops?
I've seen it happen to others before. It's not a pretty scene when the hobbyist is being handcuffed after meeting a well-reviewed lady (on TER). This hobbyist tells me that this is his first time getting busted. He finds out later that this provider was working for the cops for a reduction in her sentence. How about them apples? Who can you trust these days?

Please tell me if I'm making some stupid assumptions, but I look for a provider that is just as willing to schedule an incall as an outcall and has her own website with a bit of history to it. Seems to me that LE would require some setup and would not be particularly mobile. And they are not going to want their "asset" out of their sight. In addition, they are not going to spool up all their resources for a single bust. I would be wary of the incall only, hotel location, non-reviewed provider.
