Ok- So, i have been in contact with a well known agency who employs a provider that I'm dying to check out. Both the agency and the provider have sparking reviews over a long period of time by many people. I am new to this so i filled out their online form and provided employment info so they can verify me, etc. Some time passed and I received no response. Then I emailed the agency again and they said that they had my info and would check it out and get back to me soon. That was about a month and a half ago. I have since emailed back about two other times just to check in and have received no more responses. So what I am doing wrong here? I hate to keep bugging them because I don't want to seem like a pain or raise any red flags, so what gives?

Who knows? Pick up the phone and call them. Agencies try to offer convenience with things like on-line appointment requests but the bottom line is most of the time they are too busy to deal with it all. There is a phone op dealing with a constant influx of calls and bookings and customers and escorts.  Your on-line request is not an immediate issue for them.  Just give them a call and tell them when you want to see the lady.  Trust me, they want your money.
