I have been seeing a provider two times.  She recently told me that she has raised rates for new friends, but will accept the old rate for existing clients.  How common is this?  Won't there be some point in the future where she'll want everybody to pay the higher rates?  Why would she want to see me (or another existing client) where she expects to get the old rate, when she can see a new client and get the new rate? After all, this is a business.  How will her services differ if I pay the new versus old rate?  Or am I just reading to much into this?

Look at it this way, she's comfortable with you, she's screened you already and knows what to expect from you. Repeat customers are the lifeblood of any business. Will there come a point in time when she bumps you to the higher rate? MAYBE, but as swim mentioned enjoy the low rate while it lasts and maybe think about bringing her a lift gift as a sign of your appreciation about being grandfathered in at the old rate.

I love my clients and am happy to keep their original rate forever.  I think it's a great business strategy.

and feel safe with. New clients are always a wild card for them that require more time verifying and still a provider may not know what shows up in a room with her. The discount is her way of saying that she appreciates your business and want to continue doing business with you.

you get grandfathered as to donation.  I was grandfathered with one lady...  I was her first review...  and it was a super low intro special...  long since expired.  After a year, I bumped it to her normal rate which is still reasonable.

I raised my rate by $50 in the last 6-8months. I've had to pay out of pocket for a lot more advertising sites lately and some other expenses related to my business.
I keep my old rates for my old friends. But I recently had an old client from 1.5year ago contact me wanting to meet me again. This is when I was first starting and my rates reflected that. I kindly let him know that 100/1hr is not doable for me...nor worth my time.

Chances are a provider won't up her rate by more than 100 per year. But if I were you I'd pay your old rate and tip a little bit extra(maybe not the full amount of her new rate but something extra)
Honestly, if it's between an old friend at 200/1hr or a new friend at 250/1hr who am I going to give priority to? Most likely the latter gentleman. Only exception would be a guy I have fun with and who may tip a bit extra or want a longer session. If she raises her rates again and your old rate is more than 150 less, then you'll need to look for another provider as it's doubtful she'll continue to honor that price or continue to see you.
