I agree with the others that the "VIP" that the OP is asking about is not meaningful. Anyone can call themselves a VIP ("I'm a VIP!"), or an Expert ("I'm an Expert!"), or the Master of My Domain. On the other hand, most states that I know of require that someone take accredited training and pass an exam in order to obtain a State License and call themselves a Licensed Barber ("I am not a licensed barber.") or Licensed Massage Therapist (LMT). .
