You need to have the picture somewhere on the web - free picture hosting site or something of that nature. You can't "upload" the pic to TER, you can just link to it.
2. Paste that URL into the third box under the Message text area of the post - the one that says "Picture URL". Be sure the URL does not have two http:// at the beginning).
