Help can't purchase VIP membership

Using IE7 and FF 2.0.  Clicking the "secure purchase" button produces an error every time. suggestions?

I contacted TER to ask about this.  It was suggested that "He has to change his firewall settings in order to accept https//".  Unfortunately I don't know where and how this is done.
