The information is there in simple language. For a provider to get on P411, she needs a review on a reputable review site, by an experienced reviewer, OR she needs to be invited by a P411 client member in good standing. (I think he needs to have been a p411 member for at least a year and have at least 5 okays)

Now since you have a bunch or reviews you should be able to get on. Did you link them in your application? If they are not allowing you on, they will give you a reason.

Looking at the reviews, all but one reviewer has either written one or two reviews.  The other is that the last review was several months ago.  That may or may not be a factor.

the reviewers do not have enough / credible history AKA they are not stablished clients.  
But if you contact them, they are very straightforward with their answer. Contact them directly.
