Do you think it is alright to ask a provider if she practices 'safety?' I avoided the words 'safe sex' and 'condom.'

Safety what? Companionship? Providers don't want to use any language over the phone that can be construed as sexual content. You can ask when you get there, but I think you will find any of the reviewed girls always use protection. Read the reviews and have fun. You can always bring your own covers.

...do your homework beforehand so you know what's on the menu when you get there instead of having to bring it up over the phone or in pre-session discussions

if she decides to engage in anything you are not comfortable with (for example, if she moves down for a BBBJ and you'd prefer CBJ) you should feel comfortable asking for a cover at the time or just not engaging in the activity

and are well read on the newbie board...  Read back until you can answer ever post without looking...   by then you need VIP & learn to read the reviews & use search.  The answers are generally available on her web site or in her earlier reviews.  Choose wisely & you'll have little to discuss.  
Trust me...  been there myself...  VIP costs way less than even one spoiled date.
