How is it that some submissions on Discussion Boards show as "Modified" by their authors?

I committed an error in failing to proofread the title of a discussion thread before I got "Enter". Now, the title doesn't really make sense nor match up with the accompanying text in the body of the discussion.
I want to correct it/edit it, but I don't see any such option available to me. I have, however, seen others' discussions that say at the bottom, "Modified on (date) by (author's name).
Is it just my basic VIP status that prevents me from being able to correct/edit my submissions?

There is a 3 (or 4?) hour period during which you can edit (modify) one of your own posts. The software automatically appends "Modified" with a time stamp.
.
How to edit your own post? You have to select your post to be the main post on that page.  That is, let's say that your post is a reply "My Reply" to the OP, "Original Post" but you only see four options -- Reply Quote Report Like! -- below your post.
.
If you click on YOUR subject line, the page reloads with your post at the TOP of the page and also in its proper place further down the page. Your post at the top of the page has an Actions menu on the bottom right.  The Actions dropdown offers Reply, Quote, Edit Message, Report this post, Ignore User. The Edit Message is only there for 3 (or 4?) hours following the timestamp of your post. Adding more Edit does not extend the window.
.
When a subject line gets re-loaded when using Reply, Quote, or Edit Message, anything in quotation marks gets truncated after the first quotation mark.
Subject: This is the original "subject" line.
Reply Subject: This is the original "
(I forget ... does the first " remain there is it deleted, too, leaving This is the original ?)
.
Even Basic members can edit their posts (for 3 (or 4?) hours). The trick is making it the "main" post with an "Actions" menu on the bottom right.

As to your question about quotes in the subject line, the first quote disappears along with everything after it.

Using your example, Imp - This is the original

Let's say you modify your post and end up with "This is the original" on the subject line because everything after that has been deleted.  A couple of hours later, you look at the post and for the life of you, you can't remember what came after "This is the original."  WTF do you do?

Simple - edit the post again.  Delete "This is the original" and then type those words again.  TER will restore everything it previously deleted because of the quotation mark in the subject line.  It's magic!!

You can go into My TER and under the More menu option you will find My Board Posts.

You will see if your post is in an Active or New status. I think as long as it is in the New status you can edit the post, once the time limit (3 or 4 hours) has passed AND the post is moved to Active is when editing becomes restricted.

I suspect you're seeing your post after it's been approved and is active. If you posts are still being moderated before going active (should see a message when you initially post saying something about the post being submitted and awaiting approval or "is now active") it's possible you will not is the post without going into My TER before the time has elapsed.

Many posts go directly to the forums and become "Active" without getting stuck in moderation and remaining "New".  The Active posts are Editable for the first 3? 4? hours. "New" posts still in moderation are also Editable.  I think that the official time stamp on a post is the time at which the poster hits the "Post Message" button, NOT the time at which the post goes live and Active.
.
(Sometimes, you'll submit a reply and it goes into Moderation. In the meantime, other replies get posted. THEN your reply shows up with an older time stamp.
Original Post t = 5 hours ago
Reply2 t = 3 hours ago
Reply3 t = 2 hours ago
Reply4 t = 1 hour ago
.
Two hours later ...
Original Post t = 7 hours ago
Reply1 t = 6 hours ago (but it was missing from action due to moderation)
Reply2 t = 5 hours ago
Reply3 t = 4 hours ago
Reply4 t = 3 hour ago

I also think the clock starts ticking from when initially submitted and not when approved and move to Active. I think I've experienced that before -- but IRRC these days is a very MMMV thing. lol

Perhaps PS could confirm that as well.
