they do not have an ID number yet. Providers don't have an ID number until they get reviews. You just have to post the review using their stage name that is on their ads, provide the link to their ad, and you should be good to go. Read the self help center section on posting reviews.
The box for you to place the ID# in is a recent addition to the review form. In the discussion about this someone posed the question: What about first reviews for a new provider where there is no ID#?
No one had an answer and TER admin didn't chime in with an explanation. I recommend contacting TER admin and ask them what to do when the provider you want to review doesn't have a TER ID# yet.
