I am new to the scene and want to use a popular agency in Seattle that requires registration.  A driver license number and current phone is required.  I am thinking that using an alias is much preferred but how do I get around this one?

Unless your driver's license number has your Social Security number on it, then I would not sweat it if I were you. For the phone number, you can give them any number that you answer and know that no one else does. A private cellphone that you control and your SO, kids or friends do not have access to would be a good choice.
If the agency is popular, then they are unlikely to misuse then information that you give them.
On a related topic. They are asking for very weak verification information. They can be easily decoyed by both forms. Licenses can be fake and cellphones can be untraceable. If the agency that you mentioned does not have someone to give them advanced warning, they are going to get busted if they continue to use they verification that they are using.
