Not only are three reviews required, but also a provider needs to have a discussion board presence and that will take a while for her to build up to again. So to add to your suggestion about a new website, I would also suggest she starts becoming active on the boards, especially her regional board.

example, spend time on your regional board so guys get to know you. Post an ad on your regional board every 7 days so that guys can see that you are now available.
After 8 years, location & provider name change, I can attest the difficulty getting back in the swing of things.
Some good advice I've received is getting seen on the boards and being active member of TER. Maybe even see if there is A Meet and Greet in your area. I would also start working on building yourself a website with info and pics to help professionalize and pull your look/brand together.
