I do not understand why when we write a review we can't just put in the providers id and have it populate the review with the account info.  It is a pretty simple thing to implement.  When that populates you could put a note asking the reviewer to confirm all fields.  It would cut the time to review in half and I bet increase the volume of reviews by 25%.
