...go to the top of the page click on the Reviews tab. Then under do you have questions read over and click on the REVIEW FAQ link. There is a lot to read & reading it all is important as some of the info down the page completes the info at the top. This should explain what you mention about the ratings.

Wow thats crazy, figures

One, as mentioned, the TER guidelines, namely services available even if not performed, and two, the reviewer's opinions.  Some guys are tough raters and some are easy.  That's why you see all sorts of numbers.  The most important thing, however, is what's in the body of the review, not the numbers.  Often times, I have read reviews with what I thought was a low rating, like a 6, but it read like a 9.  Go figure.

There are many reviewers that only write good reviews and skip the review process for bad visits. For some it is because they feel if you can't say something nice don't say anything.

I think there are a large number of bad reviews that never get written out of fear that the provider may get nutty and out the reviewer IRL  or blacklist as revenge.

One of the benefits of being a member is that you can click on the reviewer id and see all of his reviews. If you notice he scores everyone average or low or all high, then you can discount the numerical score and only use the text version of the review.
