To the TER community. I’m curious if I can post a review of a provider on TER if the provider I’m reviewing doesn’t have a profile on TER? Any info on this would be much appreciated. Thanks.

Every provider who has a profile on TER got that profile because a client of hers posted a review.

 
In many and I'd say most cases, the provider was neither a TER member nor even had any idea that a review and profile got started on TER about her.

 
So, yes, do write a review and then let her know so she is aware of it, and will hopefully join TER herself and encourage other clients of hers to write a review as well.

And, keep in mind that the review you submit will create the profile and what you put in will largely be permanent so don't guess about things like service and be honest about what you select (age, pictures etc.)  Leaving things as Don't Know is fine.
