The answers are yes and yes. However the reason that she probably looked at you strange is that the 'non-contact' dances usually are not. To keep customers happy and returning, most dancers break the no contact rule, some do it very obviously.

When getting laps, dont just reach out and grab without permission. It is usualy best to start out touching her leg or some other innocent body part first. If she is really no touch she will simply remove your hand and if you are smart you will not get any more dances from her.

If she doesn't move your hand away, then SLOWLY move you hand around on her leg. This is kind of a signal to let her know that you are going to be moving your hand. If she still doesnt react then SLOWLY progressto more intimate body parts. Do not be overly surprised if she simply takes your hand and places it where she wants it, ie. on her breast or ass.

When getting laps, the rule is to dont let management see where your hands are and to not surprise the dancer. If you surprise her she will either stop the dance, hit you or call the bouncer, all bad things Take your time and try the various dancers in the club and you will be surprised at what you can get.

Legally you're not allowed to touch.  By asking directly you're definitely throwing LE signs.  Also asking like that counts as solicitation and can get YOU busted as well.

In a high-mileage club, most girls will "assist" you and make it pretty clear what they allow and what they don't.  Don't ask directly when you're out in the open, you can get both of you busted.
