I always assumed that one would get multiple pops anyways unless they had already had one and their next one would be 2 hrs later

Sort reviews by Performance for whatever city you plan to visit, pick any providers with performance scores of 7 or above, this is the area where score inflation comes into play, a 7 by one guy's score can be rated a 10 by another. One thing that is sure is that you should stay away from providers with scores below 7.
You need to be careful in Vegas, there are many hard working providers that deliver value, but there are more that will rip you off, check reviews for that city before you go there.
The provider that you met in Boston is a born scammer as one respondent pointed out. Use reviews to avoid those types, the best thing that could happen to that type of provider is that they get so few clients that they concludes that this business is not for them.
