You will see different minimum requirements from different P411 ladies. Some ladies will say they will see "basic plus 2" or "basic plus 3" etc. That means they will see a member who has 2 p411 okays, or 3 P411 okays, and so forth. Some say "newbie friendly" which means they will see guys without any okays but they probably will have some further screening requirements.

If it says "all members with references" then that means they will see any p411 member whether you have okays or not, but they may still require provider references.

This is assuming you are talking about P411. That is the only place I have seen that but I guess it could be used in other "member" sites. It would still mean the same thing.
