Is it necessary for me to have a cell phone?
Will providers only tell the place in the last minute?

Yes, you really should have one if you plan to engage in this hobby. They do it just for security. Many (though not all) are very paranoid about LE. By not giving you the location until the last minute, if you are LE, it does not give you time to set up anything at her location in terms of support/backup. If she smells something funny, she can bail without being trapped. There are those who do not require the last-minute call, however, so, if you really don't plan on getting a cell phone, look specifically for those--but be prepared to pay more, as they are generally the high-end providers.

You can also get yourself a disposable cell phone...kinda like a prepaid phone card.
 But get a cell phone of some kind.  Besides the security for the lady it can make your date easy to manage (as she talks you into her parking space...  if you are running late and need to make a courtesy call...  if she's running late or early and wants to let you know about it...)
 It simply takes the frustration out of the hour before your date.
