Seems things have changed a little since the last time I renewed my VIP with regard to speed of money order processing. My question is this. Will a Visa gift card work for the SegPay?

VISA gift cards that you register for online purchases are limited in that they most often will not work for overseas purchases or for recurring purchases. SegPay will usually trip red flags for both.

I don't know if they're domestic, but they are notorious for recurring billing situations, and that trips the flags for the VISA gift card vendors.  

And BTW, the idea behind all of this with VISA and the good ol' government is to prevent money laundering and diversion.

If you don't mind being non-anonymous and just want to hide the transactions from, say, a SO... you could try a prepaid VISA card. Keep it loaded as you need, and make sure no paper statements; only access is for you via the 'net. Would work for hotels, dinner, parking and other transactions that might be hard to explain as well. Your own "hobby card". Not the thing for many, but for some it might be OK.
