I am having a problem PMing a provider for a reference on a hobbyist.  when i click her profile the "send private mail to provider" tab isn't there.  Does that mean she can't receive PMs? Why? If she has a few reviews and obviously her profile is linked to her review, shouldn't she be able to get VIP status? So why is the PM box disabled?

I have much better luck with email and providers than I do with TER PM's.  Customer inquiries form all advertising sources come in to a gal's email so she is much more likely to check it frequently.  TER is a very small segment of the P4P community at large. The ladies don't necessarily check their PM's, or even log on here, as much as we might think they do...

It does seem strange...
