So I've been lurking here for a couple of months and finally put in for a VIP membership to read reviews and contact info in my area. I live in CT and there isn't that big of a scene for this sort of thing here; there aren't a lot of agencies and most of the providers are independent. From what I've read, I've been led to believe that one should be wary of providers with only 1 or 2 reviews; that they might be scams or LE. Is that correct?

But what if those 1 or 2 reviews are from well established clients, who gave lots of reviews and whose other providers also have lots of reviews? From just degrees-of-separation, can I assume those providers with only 1 or 2 reviews are, by extension, safe and legit?

should be alright..they have to start somewhere..just PM one or both of the her reviewers to assure yourself..

Especially if he is only reviewing two girls a month.  To me, that's just a red flag for the guy trying to get VIP status for free.  And any fucker who won't pay $30/month for VIP is just a toolbag whose word isn't worth shit in my book.

There is no one-size-fits-all answer.

There is no way to know if a reviewer's review is real, whether he has 1, 2, or 1 thousand. He has seen one girl that I too have seen, and his review is spot on. So what? She has pages of reviews, he can easily cut and paste, or paraphrase.

What's more important is that the girl who opens the door will not be the girl in the picture, since the cleavage shot is of a model who dances in the Mad Ice Irina - Sex for U video. Also, the ass shots show up in ads all over the country - apparently a popular photo to steal (unless you believe this girl is a world traveler?)

I have used the subject 'advance screening'.  The first time I did so I tryed to schedule 2 weeks out...  ended up to be one as she got right back to me.  
Some gals won't return calls.  It's not discreet.  Some guys do not use a hobby phone & could be outted by a call back.  Some gals have a time limit, like a half hour.  
I discount the first review...  very often, I've found services supplied which were not offered to later clients.  I don't know if she faked the review somehow or if she provided those services knowing that would set up the review profile.   A reviewer or reviewers I respect might lower the number somewhat...  
Even with a few years under my belt, I need to read several reviews looking for consistancy.  I don't get fixated on the number score as that is subjective...  but wide swings are a warning sign.  

I read the NEW reviews for New England...  I scan by area code & location.  There are quite a few I would see if they were in my area.

She could have been in session with someone else.  Most, at least the good ones, turn their phones off or at least silence them when they are entertaining.  Also, could be she is off duty, or any number of things.  If it has been a couple of hours, there is no harm in trying again, but I'd leave it at that.  If she doesn't call back tonight, just try calling again tomorrow.  Try at different time of day.  If her ad has an email option (some BP ads do), or if she has email listed in the ad or on her site, or even in her review profile, you could try that.  You will read about guys who call and hook up an hour later, and it does happen that way sometimes, but more often it takes a little planning. I promise it gets easier, lol.

Ok, I'm sorry but this is NOT ALWAYS a bad sign.  All of us don't live in areas of the country where TER is widely used.  And everybody is not frothing at the mouth to jump on TER and incriminate themselves in writing on the world wide internet either.  OMG say it aint' so, but there is a world outside TER!
