scenario: this guy, we'll call him joe, calls at 5 pm and makes an appointment for a one hour session at 7 pm with a provider he has never met. joe has done his homework,researched her reviews and is satisfied that she is legit. she instructs joe to call her when he is near her motel so that she can give him her room number. unbeknownst to joe, this other guy, we'll call him doofus, has called the provider and set up a one hour session for 6:30 pm. when joe calls at 6:55 pm he gets no answer. should the provider ignore the first appointment and use the rule "first come, first served" (no pun intended)?
Sounds like the typical low rent CL / Backpage special type to me. With these types, the first guy to show up with money "wins", and she does not book "in advance". She fucks and sucks and then turns the phone back on after the john leaves, invites as many guys over who call and sees the first one to hit the door. Then repeats the scenario.
Instead, tell Joe to shop for ladies who are

at a specific time & place. MsPrettyProvider has an obligation to keep her appointments or cancel them in advance. Anything else is a NCNS. Many clients will refuse to give a second chance to being NCNS... MPP wasted Joe’s time once. Why should Joe risk his another opportunity with MPP?
If it was a true emergency, MPP owes Joe a sincere appology & explanation and offer to reschedule under favorable terms (perhaps extra time).

Its never okay to schedule another appointment at the same time. If the lady got backed up (prior appointment arrived significantly late), its her responsibility to notify you and try and push your appointment back. However, having someone drive over and then not answering the phone is rude unless an emergency occurred and she should communicate that as soon as she is able.
I think everyone (except GTM) is missing the point. It "appears" that Joe is bottom feeding. Most well reviewed ladies won't make an appointments same day without some previous screening. "Joe" is calling quickly girls who as GTM clearly points out are accepting first cum first served.
