Initially its always good to ask whoever you would like to use as a reference if they give them.  Strangely, there are some providers who "flat out" refuse to provide references (thankfully this is the exception), others who only give them for a limited time after an appointment, and a few who will not give one without permission from the client, etc.

not sure if my question was answered.  Do you ask the agency or the actual provider (or both) as a reference?  I assume the provider, but do agencies provide references?  Thanks!
