However, there is no law against touching or kissing or fondling someone's feet that I know of, so it may be OK to suggest this when contacting a provider.

Especially if you're totally new to the hobby (and not just new to a particular provider) it's generally accepted that anything related to the intimate part of the encounter is best discussed only after you have actually met privately with one another at the location. Asking about something related to the sexual act on the phone even using euphemisms especially when the provider is unfamiliar with you is a great way to make her uncomfortable or skeptical and get hung up on.

I always thought fetish meant "obsessed"

Fetish does mean by strict definition a "preoccupation or obsession" but in common vernacular it is often taken to be of a sexual connotation. A foot fetish is one of the less overtly sexual types but if you read the original post he also said "for example" so I didn't want him to think that what goes for a foot fetish is the same as for say a Greek fetish or DATY fetish, which I'm sure you would agree would not be good to discuss over the phone. He gave foot fetish as an example but what if he has other interests that are best left unsaid before the visit? I thought it best that there would be no confusion if that was the case.
