I only needed one to get the link and limited VIP. That was last May last year so it might have changed. It was definitely 1 in my case tho. And yes, both came at the same time from the link request.

Or is it plural just because most providers have more than one review?
I'm going to take a stab at it and say one is enough. I also suggest clicking on "Contact Us" at the bottom of the page and ask TER directly. They have been getting back to me rather quickly here of late when I've had questions.
request limited VIP status. BTW, limited VIP will only let you read your own complete reviews, not those of others. I believe you only need one to have it linked to your handle, but you have to request admin to get it done.
I suppose it's possible that they weren't able to see their own reviews in full yet. I always just assumed that the linking and the access/PM capability came hand-in-hand.

Only one review is required. And limited provider access means that you can read your own reviews fully (no one else's), and you can pm. Just contact TER and ask them to link your profile to the review psge - include the TER id from your review page on your request.
