TER is a public access forum so anything you post of a board can be seen.  Your account information is not public access & TERs servers are outside the USA.  
You can write reviews up to 90 days after the occasion.  You do not need VIP to write reviews, only to view all the details of others reviews.  As a newbie, your reviews of un-reviewed providers likely will not be accepted (too many fakes).  Once you have a history, TER will accept your reviews of New Providers.
You should read the "Newbie Manual" (link at the top of this board).

I've been seeing providers in the SF bay area for about a year now and my friend told me about TER. I was afraid that my identity would be revealed but my friend told me it won't.

1. Is everything i write on this site confidential?

2. I want to give 2 entertainers from the SF bay area reviews but i can't read their reviews because it says VIP. Can i still give them a review if I can't see what';s there?

I'm not sure what you mean by confidential, but as far as #2, you do not have to be vip to write reviews. Go ahead write the reviews.

in order to review a provider, you must have seen them within the past 90 days.

I use TER when I hobby actively, do not use any service when I don't. When I start active hobbying after time off, I buy a VIP membership, it is worth the money. You can buy a three month membership via money order if someone other than you can see your credit card bill. I have always found VIP membership purchases to be efficient. If you take the money order route, expect somewhere around two weeks before your VIP account is active. If you use CC, the VIP is active as soon as your payment clears. Go to account manager above to see what is available.
