Thank you for your response.  Any comments on the second part of the question or is it inappropriate for me to have asked it?

Just starting out here and I see a number of mentions that it is safest to stay with TER reviewed providers with multiple reviews.  My question is is 4 reviews enough over a 5 month period to consider this provider legitimate?  Can it happen on TER that LE can have a listing on TER for any length of time?

Check to see if the reviewers have written other reviews. You can do this by clicking on their TER handle. If the reviewers all are experienced reviewers that would be enough for me. But that's me, and I've been around for awhile.

I think 6-10.  Like the other poster said, check the reviewers...  a least a couple of seasoned reviewers in there.  It's not just numbers, read the reviews, are they consistant quality experiences.  The number may vary a little but don't get hung up on numbers.  
Performance swings are a problem for me.
One bad review (might be bogus) per page of reviews doesn't automatically eliminate a prospect if there are enough consistant good reviews.

Clearly look at who the reviewers are and what they said. What I like is not neccesarily what you like so my number maybe different. I think I put more value in to how much interest the lady seems to have versus her mechanics, while I am sure others are different, so my 5 maybe your 9 and vice a versa. I clearly value the reviews of the long timers here over us newbies.

I have read that 5+ reviews are needed at least. There are probably plenty of providers with that amount of reviews in the bigger cities. In my small town city, I think only two or three providers have at least five reviews.

I think on some of the other sites, it is easy for a provider(or scammer) to submit their own glowing reviews. I have seen it happen. That may happen occasionally on TER but I don't think it is common.
