Welcome. I new as well but I am rapidly racking up the time and spending $$$. The information on the Newbie board has kept me out of trouble and has saved me $$$$. It is worth reading every word of it before getting started. Please return to this board frequently for updated information.
I believe the White List is for provider references of Hobbyists. For example, if you are seeing a provider regularly and she knows you are not LE or a nut case, you could ask her to "white-list" you. It is like a recommendation from her about you. If she is a respected provider, this may carry some weight with other providers and will simplify the screening process.
Hobbyist of providers are entered in the review section.
Because the White List is for Providers to make a reference regarding a hobbyists, which is not a review, but simply a referral that indicates that she found the hobbyist to be safe, screened, and well behaved during their session(s) together. Click the link below to see how to give this referral.
If you are a hobbyist, you can write and submit a review of a provider, which has nothing to do with White List. Simply click on the "Reviews" tab at the top of the page and follow the appropriate links.
