SESTA/FOSTA question. Are foreign agencies riskier now?

Aside from registering an email at xo xompanions about a year ago on a lark to see their faces, I have never to my knowledge used a national foreign agency. But the south americans flooding at least the Philly market look gorgeous and have stellar reviews. I am sorely tempted to see one or more of them. And while there is no common number, and the new ones mostly present as independent with separate numbers, I am pretty sure they're run by agencies.  

So, are these women:
1)  more likely to run afoul of the new legislation and
2) more likely to get me into legal trouble?

The upcoming legislation makes it simple for any investigating US agency to get the info from anyone using electronic communications "in furtherance of" prohibited activity taking place in the US. Previously, they needed to have an MLAT with a foreign government and it was a major PITA to pursue overseas info. With the SETS/FOSTA/CLOUD Act legislation, almost all of those barriers will be gone and they will be able to obtain info much more quickly and easily.

I agree.  

But do you think the Feds are more likely to target foreign agencies? It seems likely to me, better splash in the papers... overlap with US Intel... etc etc.  

And do you think the Feds would be more or less likely to bust the probably hundreds of men on the email list?
